**Role Overview**
**Reporting To:** Designated International Staff (Technical & Administrative)
**Key Responsibilities:**
*Financial Oversight & Disbursement:*
- Review and process withdrawal applications (WAs), Statements of Expenditure (SOEs), and disbursement documents via ADB’s Client Portal for Disbursement (CPD) and Integrated Disbursement System (IDS).
- Ensure compliance with ADB’s Loan Disbursement Handbook, validating claims against loan agreements and advance account regulations.
- Conduct pre-screening for co-financed loans, grants, and program loans to align with fiduciary standards.
*Coordination & Compliance:*
- Liaise with executing agencies (EAs) to resolve discrepancies, monitor advance account ratios, and streamline WA submissions.
- Perform SOE reviews, identify compliance gaps, and recommend corrective actions to enhance financial accountability.
- Facilitate communication between ADB Headquarters, EAs, and Nepal’s Ministry of Finance on disbursement matters.
*Capacity Building & Innovation:*
- Train EA staff on ADB disbursement protocols, government regulations, and digital tools like CPD.
- Support digitization initiatives by participating in system testing and rollout of new disbursement platforms.
*Strategic Support:*
- Provide analytical inputs for reports, contribute to disbursement seminars, and respond to ad-hoc requests from NRM and stakeholders.

**Qualifications**
- **Education:** Bachelor’s degree in Finance, Accounting, Business Administration, or related field. Professional certifications (e.g., CPA, ACCA) are advantageous.
- **Experience:** Minimum 5 years in financial roles, preferably within international organizations or banking sectors.
- **Skills:**
- Expertise in financial analysis, compliance, and economic research.
- Proficiency in Microsoft Office Suite; familiarity with digital disbursement systems is a plus.
- Strong communication and interpersonal skills for cross-cultural collaboration.
- **Language:** Fluency in English and Nepali.
